    I would suggest pulling out the Vault of Whispers, Strip Mine, and Wasteland to replace them with 3 more Darksteel Citadels and 3 more Swamps. I think you could also maindeck a little less removal; between Disfigure, Grasp of Darkness, and Contagion you could afford to pull 2 cards out (maybe run 4 Disfigure and 4 Grasp of Darkness?); this would allow you to run an additional Phylactery Lich and Culling the Weak. Ignoring Contagion, nothing costs more than BBB, so you might be better served by Dark Ritual instead of Culling the Weak.

      I agree that Darksteel Citadel would be a better choice for an artifact for Phylactery Lich, my concern is that I wouldn't be able to cast much as the casting cost for nearly every card in the deck has an heavy black component.  The Strip Mine and Wasteland are for land recurring destruction in conjunction with Grim Discovery.  However, by removing that aspect, I could also remove Grim Discovery and free up some space for other cards.


      I wasn't too concerned with main decking too much removal because any dead cards I could toss to Zombie Infestation.  I may consider running more of those or (preferably) more tutors to fetch if need be.


      I wanted to run Dark Ritual for that very reason, but I had no way to purposefully remove Festering Goblin.  As it stands, I can only do it with Culling the Weak or with one of the removal spells.  I considering running Accursed Centaur, but I liked the boost Culling the Weak provided.
