Notes
 
The idea here is to have lots of spells, and to enable Jeleva to continually attack in order to cast them (so, avoiding spells with "X" and the like).

Evasion is important, but other creatures must benefit from it as well (hence things like Scroll Thief).

Since a number of abilities count how many Swamps I have, I would like to keep most spells black.

Additionally, since there are few creatures, I want to have a lot of graveyard retrieval.

Since I can pay life a lot, being able to recover life is important...

And there are some powerful Inspired abilities, so being able to tap is useful.

And at least two or three ways to copy spells!

The trick is getting it down to 100 cards!

Definitely no less than 21 creatures, and no more than 26.

No more than 30 spells (instants+sorceries), and no less than 20.

40 lands is fine (especially with Jeleva's exile, this is important).

Between 10 and 16 artifacts + enchantments.

The more utility a card has, the better.  If it can be re-used (whether directly or through retrieval), even better.
