You wouldn't think Consulate Surveillance would be fun to build around, but with a good support network of strong but cheap cards around it, we can actually pull off some wins consistently! In the early game, we'll keep creatures off the board with removal and counterspells, then drop a Consulate Surveillance to mitigate the damage from anything that fell through the cracks. Then we can reset the board with Fumigate, gain some life back, and generate energy for Consulate Surveillance while our opponent trys to get back on board. Drop an Aethertide Whale and it's GG, as the Whale can protect itself, provide energy for Consulate Surveillance (or Shielded Aether Thief), and fly over to win the game in just a few short turns!
