You could use the octgn definition file for the capital cycle. It includes all information, like costs, loya, race, and so on. The latest twenty entries are relevant for you (I guess ID 61 to 80)

But card number 25-55 is the same like 25-54, the chaos card Beastman Shaman instead of the DE card Countermoves. Maybe, you could fix that.

Playing a card means that you pay all costs and bring a card into one of the three zones. So discard isn't equal to playing a card. Under this condition, I guess, Carstein will not works with the Lord of Change in that way you described.

No - development could be moved from one zone to another. There are no possiblities in the rule text to split this action in two different zones (neither start nor end).
