Keep in mind that this was a result of more than just being uncivil during trades. The user(s) in question were also being disruptive and were essentially harassing other users in the forums. It's a simple problem to avoid. Simply put, if you're not directly involved in a posting (are mentioned, are interested in the trade/buying opportunity, etc.), leave it be.
I think not flaming and being a douche falls under common sense, and should go without saying. I know I commented on a btr that wasn't mine not to derail but because I had a legitimate question about the rule(s) that were in question during that report. I think the whole idea is great and will lead to much more civil discourse. I'm sure you guys have your hands full managing this site and all the drama and that can and does go along with it, so anything that can help you and the community as a whole is a solid plan.

Yeah, aggressive traders are just assholes with too much stock in themselves. I personally don't deal with people who are like that though in the case of some shops on here I am willing to negotiate for something I really need. I've been asked to trade with so many assholes on here I had to take a break just based off of how manipulative they would try to be.
Your best bet with aggressive traders is to cancel them and move on. Just look at the BTR's and the chat logs a lot of people trade very aggressively and then complain afterwards it'd be so much simpler just to cancel and move on.

As far as the value of languages on cards it is entirely up to the consumer to dictate the value of the cards. And not all foreign cards automatically derive more value then others. Like in the case with Legends cards that are in Italian, they are actually worth less then their English counterparts.
Japanese cards tend to fetch more in trade just based off the flair value, cash value not so much since it is the same card. But once again it comes down to how the cards were printed and which "meta" is more prevalent.
As far as cross format trading goes. If you put no value into cross format trading I will gladly trade with you. The reason why standard cards tend to get devalued as much as Legacy and Modern is that those cards in Standard have a lifespan of usefullness what is good in Standard will die out, and its hard to find cards that will remain useful for the long haul, which is why Legacy and Modern retain such high costs, the cards stop being just a card, and become more like an investment, which is strange to think of since its just a game.

At the beginning of your end step you draw 7 cards. (You still have to discard after this if you have more then 7 cards in hands. Unless you have something that says differently)
All your opponents maximum hand size is reduced by 7. Unless they have something that increases their hand size or makes them have no hand size they have to discard their hand at the end of their turn.
edit: What part of the card are you confused about? Is it the phases, card draw or maximum hand size?

I see where you're coming from, but I would need further verification to accept this interpretation.
It would go down like this.
1. cast Primal Command.
2. Choose bounce non creature permanent and search library.
3. Spell resolves.
4. Stranglehold bounces to opponents library.
5. You can now search your deck.
The spells abilities resolve in order of choice, and CHOOSING to search your library isn't an illegal choice.

Hey, I made a trade recently, and he sent his cards first, once I received them I sent mine to him as we agreed on. The day I sent them though was the last day he logged on. And I used delivery confirmation to show that the cards arrived, and that they (usps) have left him a note for him to pick them up. The problem I'm having is that on the site it shows that I have received my cards, and that he is still waiting on mine. What can I do about this? I don't want this to hinder further trades I have on this site. And how long will it stay up? I want it known I don't have a problem with the other trader he could have some personal problems and not be able to make it onto the site. But again I don't want this just hanging over my account forever either.
