they had the same rares for the last 3 or 4 years, like white always had Aegis Angel and Blue had the big djinn.
But this is only the second year for the Welcome Deck? And there was no djinn last year.
Digging a little deeper I'm seeing Aegis Angel was present in the 2015 Core Set, numbered 270, so I guess that grouping of cards (270-284) was the old version of the Welcome Deck? Looking at that too though, it looks like the rares changed pretty regularly.

Looks like they changed two rares, just like they changed two the year before.
Now, I've been away from the game for a few years between Judgement and Oath of the Gatewatch, really getting back to it in earnest around Shadows Over Innistrad, so I wasn't sure what the "welcome deck" sets looked like before 2015 or if there even were any, or how to look that up, but it appears to me that they change them regularly.
EDIT: Seeing a similar situation to 2015 Core Set for Origins between the 2015 Core Set extras and 2016 Welcome Deck. Added to the above breakdown. So that means that the rares in fact did stay the same between 2015 and Origins. However there were lots of other changes:
Inspired Charge --> Eagle of the Watch
Cancel --> Into the Void
Weave Fate/Flesh to Dust/Mind Rot all added
Walking Corpse dropped
Furnace Whelp --> Fiery Hellhound
Seismic Strike dropped
Centaur Courser --> Plummet
Garruk's Packleader --> Prized Unicorn
Over all, it seems they enjoy changing things up quite a bit each time, so I'm still not seeing why it would be weird that the rares would be changed again.
