I want to create a Liliana's Contract casual deck. What is the best way to go about this?

I've already looked at playsets of demonic tutor/diabolic intent/diabolic tutor/razaketh's rite, but the two mana tutors cost way too much $$$ for casual. Is there any mana acceleration in black, (probably no) and good inexpensive (as far as $) demons for the '4 different names' clause on Liliana's Contract? Also any good black token generators for the demons that make you sac a creature on entering the battlefield/casting (such as Demon of Catastrophes)?

What you have is just a butt-ton of bulk. Planeswalkers aside, you don't have very much to work with. Buy specifics, not booster packs/toolkkits/boxes/bundles. I would get onto Pucatrade (or use the deckbox trader here) and trade for some better uncommons so that you can build a better deck.
With what you have though, I would try doing something with Nissa, Steward of Elements, and possibly try to trade for another one of them. With MtG, you want to run at least 2 of each planeswalker in a deck. You could very easily do a pseudo-merfolk deck with that version of Nissa.

Yeah, the only thing I need for a deck right now is a gaea's cradle. I just can't spend as much as I'd like to on a single deck.
That's the only reason I ask. (My group is semi-competitive and some of the players have equally powerful cards in their deck)

Hey, I was (and still probably) a noob at one time too. Here is my suggestion: I know you want to stay within the Ixalan set, but some standard staples are found in the Hour of Devastation & Amonkhet as well. These are not limited to but include these cards for each color as follows. Each deck runs differently. Do whatever IS BEST for YOUR DECK. Also keep in mind card synergies when building a deck. Don't focus so much on keeping it within one block. (That's why standard is multiple blocks, not just one) You should also remember your general deck archetype. (I.E., aggressive, control, tempo) 

White: Cast out (Amonkhet) Thopter arrest (Aether Revolt) other removal spells like these. Maybe even a Compulsory Rest (Amonkhet).

Blue: Opt (Ixalan) Spell pierce (Ixalan) Supreme will (Hour of Devastation) Glimmer of Genius (Kaladesh) Censor (Amonkhet) Negate (Aether revolt? correct me if I'm wrong)

Black: Fatal Push (Aether revolt) Torment of Hailfire (Hour of Devastation) Duress (Ixalan)

Red: Lightning Strike (Ixalan) Magma spray (Amonkhet)

Green: Green is odd, there are currently no popular staples in this color. Maybe old-growth dryads (ixalan) but that's about it.

Is it legal to use proxies in EDH? Mainly for cards such as Timetwister and Gaea's Cradle, but also for those certain cards that are lower priced, but still out of 'your personal price range'. (I.E., for me this includes Liliana of the Veil and numerous planeswalkers. I just don't have $2000 to spend on 'ONE DECK'.)

How far is too far? How much value does a card need to be an 'okay to be proxied' card? $20? $50? $100?, etc.

Cut Aven initiate, supply caravan, and tah-crop skirmisher. Add back 3 trueheart duelists, 4 aven mindcensor (you have 2 aven mindcensor) and consider getting a playset of Temmet, Vizier of Naktamun. If enbalm is what you are going for, you should run the temmet's. smile
