Untapped is simply describing the state of a permanent on the battlefield. Yes when a card comes into play it will be in the "untapped" state unless otherwise stated on the card. For example, many dual lands come into played "tapped".

so does a creature come in to play untapped or does it need to be tapped first to become untaped ?(this sounds very stupid i know but untapped sound to me that it needit to be tapped first)
so could you guys take a look at and see if i can improve somewhere ?
