Game Rulings

I've been wondering what the answer to my question was for a long time now. As i have been talking to someone online about my lgs, we came to the topic of what most of the winners would do. when it comes to the last round, we would sometimes have people in 1st and 2nd that are tied in points. the owner would then give them the option to take a draw for there game instead of playing. Is this or is this not something that they are allowed to do?
