Under 9 players:
8 players: 4-4 > 4 (top2 of each table) - (FE > 2bst > 2bst > 1bst)
7 players: 3-4 > 3 (top 2 of the table of 4 + winner table of 3) - (FE > 2bst > 2bst)
6 players: 3-3 > 3 (winners + highest life total second place at the moment the 3rd player 'dies') - (FE > 2bst > 1bst)
5 players: one table. (FE > 1bst > 1bst)
4 players: one table. (FE > 1bst)
3 players: one table. (FE)
2 players: no table and a disappointing experience.

Tough i dont know howmany players would manage to keep it within the 20% value. As many legacy lists have half their value in the manabase. Maybe we could say that Dual lands can be proxied, plus max 8 or 12 others (+1 for each original dual land owned). Something like that?
Are there any rulings for proxying or can every event organizer decide what suits best for the club?

It the lands can be proxied plus a couple more i have my deck ready for legacy then

The main problem with legacy is that it requires older cards which are extremely hard to find in romania because magic really started around the time of lorwyn/alara. People are barely starting to build their first modern deck.
Putting that aside, I agree with you,legacy is an amazing format with loads of crazy possibilities, I often watch the scg stream on sunday.
What i would like to see is pauper, i've watched some matches on youtube and the decks seemed really cool. That format is like a toned down legacy,in crazy plays(you wont see turn 2 emrakul or griselbrand) but also in price(which is the most important thing) but pauper still contains that brewing pleasure and style of play seen in legacy.

Regula cu sideboard e minunata,nu mai sunt batai de cap.
Regula cu PW e decenta si ea. Cartile pw intruchipeaza un personaj supra puternic ca si tine si oponentul tau astfel pe el nu il afecteaza nimic alierea cu mai mult de o persoana. Poate va este amandurora aliat dar nu stie sau nu ii pasa de lupta dintre voi si va ofera arme pentru a va nimici unul pe altul ca el sa iasa mai presus.
Regula ce vizeaza creaturile legendare pare stupida,se creaza un paradox. Se ajunge la "ruric,da-ti un cap in gura". Exceptie este partea cu clonele.aceea pare valida din moment ce clona nu este tocmai persoana reala.
Regula cu land-urile nu afecteaza prea mult jocul,nu sunt deranjat
Schimbarea la indestructible e minunata. Turn// burn ,draga.
Unblockable-> can not be blocked. Un keyword mai putin.
