How to get someone to respond

I have a user that keeps making orders and always responds promptly and now all of a suddent I believe they just purposely don't reply to their latest order because a card wasn't available/major price spike and they are just dying to give us a negative review while having us cancel the order.

Any way to go around refunding their order?
