Ah, I apologize, that wasn't clear. "Non-premium" is probably a better wording for the title than "standard".
In any case, you're totally right. Back when I had a non-premium account, I had always seen the "Block" link over there on the left and always just assumed I could do it, since it didn't have a premium icon next to it. But nope! Not available. :\
In which case, I totally agree with your position on the matter. Even not considering trading, any website that allows community interactions (friending, messaging, profiles, commenting) should include blocking as one of its most basic features, to ensure all users can interact safely and comfortably. The fact that business transactions (i.e. trading) can also be completed, which are far more important to keep safe than simple social interactions, only increases the importance of a blocking feature for all users.
