“During your capital phase, you may spend damage on this unit as though it were resources” means that any damage tokens on Urguck during the capital phase can be removed, and for each damage removed, the controlling player is considered to have spent 1 resource.

this is keeping my mind busy since ive read it

i dont hav native english skills

what i read from the card is that i can remove a damage and get a dollar from it

what i read from the faq is, that i hav to pay for the healing

actually after thinking about it, it could even mean, that when u want to pay for cards and effects u may use the damage tokens and only while you are paying....which would limit this option to tactics and effects since its only during the capital phase

It means what you said at the end.  You may use his damage counters to pay for things as if they were resource tokens, but only during your quest phase.  You can't just remove damage from him to add 1 resource to your pool of resources and then spend that later in the turn.
