How this deck wins is the classic Niv and curiosity combo. There are 2 other cards that can work in place of Curiosity witch are and Tandem Lookout and Ophidian Eye. But what if you don't have enough cards in your library to kill everyone you say? Well this situation rarely comes up but that is why Timetwister is in the deck to reshuffle our graveyard into our deck.

How do you cast Niv?

Jeweled Lotus and Dockside ban hurt this deck but I think it still can keep up in today's meta. Treasonous Ogre Is a huge help to casting niv, just pay 9 life and 3 blue and boom niv. I am currently running Isochron Scepter and Dramatic Reversal because I do have a lot of mana rocks.

Satx Pieces

Narset, Parter of Veils - Denies card draws and is hard to interact with outside of combat damage. If you can land it early or in conjunction with a wheel it is super good.
Cursed Totem - Shuts down all dorks and shuts down a few decks all together
Grafdigger's Cage - Stops WGD and breach lines
Blood Moon - I don't run a lot of basics but this will shut down decks that run a super greedy mana base of almost no basics.
Counterbalance/Powerbalance - If you can get this out Rhystic Study, Mystic Remora, or Niv it is really oppressive because you can order the draw triggers and balance triggers however you want.
Interaction

I run a lot of counters in this deck and will not go over all of them, I will just go over the new ones and the most important ones.

Hydroelectric Specimen // Hydroelectric Laboratory and Sink into Stupor // Soporific Springs - MDFCs that are just good because unlike drawing an island it is not dead in hand.
Into the Flood Maw - One of the best removals in blue, for 1 blue you can bounce any nonland.
Mindbreak Trap - Exiling spells is so good especially if the other deck is running breach.
Tutors

I will describe what to tutor for each tutor that we run.

Spellseeker - This one is really dependent on what the board state is and what you have in hand.
Mystical Tutor - This is again really board state dependent, I will grab wheels a lot with this.
Gamble - Usually tutoring for Curiosity
Urza's Saga - Will usually Mox Opal Sol Ring Sensei's Divining Top or Grafdigger's Cage
Reshape - Will almost always grab Lotus Bloom for just 2 mana and getting rid of an artifact you no longer need.
