Add card draw to avoid having to pass the turn.  Add cancel spells.  Add distraction creatures.  Preferably use card advantage--creatures that allow you to draw as an ability? Can you ramp in blue? Mono blue.

Artifact blue deck. Two keys: Lab/Tutor and Leveler/Mirror/Reshape (mulligan to get a combo of these if needed . . . Dig/Cruise could work if I tune the deck to delve--Mirror-Mad Phantasm could help with this).  Ramp to get out the Mirror.  Play the Maniac Negate/Delay anyone who tries to stop me, tap the Mirror (or play the Leveler) to exile library, then use card draw (Jace's +1, Crimson Wisps, Cruise, whatever).
