I may have fixed this ill do the update soon and still will need help I'm sure thank you all for being so nice,patient and helpful
The Nobilis of War is not legal with any of the Legendary creatures in there as the commander.
Any advise wod be appreciated this deck is a work in progress and if you can tell me what to remove, or replace and a new way to apt a counter spell and atk. Win condition -thanks :)
First off I would agree with Chaim, the Nobilis of War is not legal in this deck. Also, Worldfire is just plain banned in EDH in general.
Add a Ral Zerek. It is really fun.
Wait, Crumbling Necropolis isn't legal in this deck either.
For reference:
"Only cards of the commander’s color(s) and colorless cards may be included in the deck. (Note that split cards and hybrid cards count as all of their colors.) In fact, if a card contains a mana symbol anywhere on it that’s not one of your commander’s colors, you can’t include it in that deck!"

It's severly low :/ I am new to edh and I appreciate all advise would either of you have a ral z you would be willing to trade he is on my wishlist and also it is one card short because I traded my architect of thought also what might I replace noblis of war and worldfire with? I agree with Chaim, don't give up. You will get the hang of deckbuilding with time. The deck Chaim posted looks like a very reasonable budget deck. Of course if your budget is higher I suggest looking at other Izzet colored decks. First though I would pick a commander, and google search for other people who have made decks using that particular commander.
I have an izzet EDH deck as well, mine isn't as budget but it is really fun to play. Take my deck and drop any card over $5 and it is still playable. Fill it with less expensive alternatives.
