Bracket info for Commander-format decks should not make the determination based on cards not in the deck, I.e. in the Sideboard or Scratchpad sections. Those cards are not in the deck, and shouldn't count when determining the bracket.

On which deck are you seeing this issue? I found and fixed a bug related to this that caused the 'bracket details' dialog to wrongly show sideboard cards there, but the actual bracket calculation on the main deck should have been correct I think. If you tell me a concrete example of a deck I will check to reproduce.
