Alot of people talk about a tweak on hatebears  to try and make white wheenies work. I'd look for more cards that disrupt your opponents more.

the most expensive cards are Karn and Emrakul. Emrakul could easily become any of the legendary Eldrazi. Karn would be harder to replace.

its an interesting idea and I think it has some possibilities but from a purely competitive standpoint I think you have some trouble as the deck stands right now. So while it may work as is for a kitchen table type setting I'll be discussing alittle more of a competitive mindset.

I would personally break it down into three key issues.
1) Your Mana Base
2) Your Card Cost
3) Your disruption

Your current mana base runs no shocks. While this is not necessary in a mono coloured deck given that you WANT to be hurting yourself anyway Shocks are a must. Right now is a good time to get into them as they will be about the lowest they'll ever be. For similar reasons City of Brass or other pain lands may be worth while if you want to spread into the two color pool. Two colors opens up alot for you and it isnt that hard to pull off in modern so I would encourage you to try for it. Finally you're running what amounts to Black Tron but you dont have Expedition maps to fix your lands. You really want Expedition Maps to fix your lands.

Your average CMC is 4 mana. While this could work if you get your Tron up its still tight. you're competing against stuff like T3 Karn so alot of what you're trying to play doesnt really stack up too favorably. I would focus on coming up with ways to stall out the game and then use the tron to win instantly.

Your Disruption is limited. Your opponent has more or less free reign of the board until you start getting your tron stuff off and even than your disruption amounts to "I do alot of damage" and "I regain my life." Black has some good removal and so does white I would recommend going into a W/B type deck.

Your points are all good, I wouldnt bother with Darksteel Forge since it doesn't protect against Exiling or sacrificing effects which are quite popular and doesn't further your game plan any.

-Go for the Throat
-Expedition Map
-Angel's Grace
-Isochron Scepter
-Profane Command
-God's willing
-Killing Wave

For sure Jace is great just not 100% needed to be competitive in a local setting. I know when I bought in Nightveils were like $4 and Master of the Waves was $8 Im not sure I could afford the extra jaces at current prices.

Jace, Memory adept isnt a horrible pairing in the deck either, hes not as good mind you but more affordable and helps give you more reach in Control Matchups where you need a little more gas.

You're high on lands. Its not a Control Deck Delver runs more like a tempo in most of the modern I've seen (I play R/U delver homebrew)

Look at stuff like God's Willing, Serum Visions, Path to Exile and Telling Time if you'd like to be competitive in modern. With the right mana base you could go into Red as well opening up Magma Jets

I run a mono U Devotion that doesnt run Jace and I find it runs quite well. The big musts IMO are:
Thassa
Master of the waves
Tidebinder
Frostburn

The rest is down to preference and feel.

Some extra card draw in the side can help but its mostly just about learning what you need in your mulligans. (2 lands that generate U, 2 turn 1/2 drops, and a bomb ideally) I havent entered any major tournys with it obviously but its come in first in 3 Tournys at different local stores. One of which it was piloted by someone who hadnt seen it until 10 mins before the tourney started.

In an ideal world how about something like this? Obviously you could tweak this and that to balance out what you have with what you can get and what you prefer.

I think he should get rid of
Far//away and the other Fuses that are not both sides blue/red.

I think he should keep Turn//burn (Or other blue/red fuses)

Yeah Steam Vents is the cheapest and quite good. Generally a good investment to trade for. Though there are some other good cards that might be nice to fill the deck with (Young Pyro would fit well in this or Flamekin Harbinger if you're not playing standard)

I agree but those are expensive. Assuming A pure izzet with what he has most of the fuse cards are not great smile

Turn and burn he can cast both halves of and so should keep. When you cant cast away,  far and away is a worse voyages end which is a worse boomerang all of which are cheaply available.

I would start by getting rid of the Gate Keepers, and any of the dual cards you have where you cant cast both halves.

Most of those cards are similar to another (Cheap) card but not quite as good because it gives you the extra option of the second card. Ideally you want alot of duplicates of the spells that are the most effective so you're more likely to get them.

Where abouts in canada are you? Im in toronto and I've rarely seen a box go for over $100 if its still in standard. I know a couple stores that will ship anywhere in canada for cheap as well.

I am now looking for Thassa. As before have cash (approx $20/Thassa but we can negotiate) or assorted cards (See Profile)

You only have 20 creatures thats the equivalent of 12 in a normal deck. Think about putting in some more
