In my experience (I'm not the seller), 700 cards should fit in a small flat-rate box, which is $5.35.
You can fit about 3000 cards in a medium flat rate box, which is $11.35

Anywhere up to in the neighborhood of 40-80 to start. I can only use foils from specific sets, though - I know ISD and ZEN are ok, I'll dig up my list of other ones that are acceptable and post in a second.
