New to Deckbox, trying to sell of my magic cards and would rather they go to users who are willing to use them rather than let them gather dust in a box like mine.

Yes it is fine. The whole 0 feedback may cause some issues with users but just work with them and you will get deals done.

I am sure if I include initially paypal fees rather than gifiting amounts to me in the valuation of the card and post within 2 working days that this will increase rep?

Rep on this site is only really influenced by number of completed trades. Sure, being an efficient and quality seller will help out in what people say about you in feedback, but simply completing trades / sales will build your feedback and rep.

Well, sort of. There's definitely people that will buy from / trade with someone with 0 feedback, just don't expect to sell your alpha Mox Ruby without a good amount of reputation.

If you want to build up your feedback and better your chances to sell, I'd suggest starting off with some casual trading. You may be able to trade up to some cards that have a better chance of selling, or just get rid of things that won't sell at all.

Am just getting it uploaded on here, once done I will total and knock 10 percent off if you are buying it all and throw in my basic lands for free.

I would then have to add postage.

Postage will be inflexible as it is a fixed cost. The card prices are negotiable.

I am about 2/3 eds way through currently

10% off of what evaluation? Buyers are generally buying around tcg low.

Pence, think cents. If the price of postage is more than how much I am getting for the cards I am not going to offer free postage.
