This is my first deck.  I built it to go against a friend that has a blue deck designed to burn up opponent's deck as well as deal some damage.  He does have Fog Bank in his deck as well as 2 Jace, the Mind Sculptor.  Any feedback and suggestions are welcome.

So you're going to need to give us a bit more before we can really give you quality feedback.

First off, is this going to be for casual play or do you intend to eventually try to play competitively with it?  If so, which format are you aiming for?

Second, you really need to consolidate what you're working with.  I'm seeing a TON of 1x cards in here and, outside of EDH of course, you'll likely get destroyed if you don't have any better consistency (which is created by having multiples of the same cards).

Third, if your friend really has 2x Jace, the Mind Sculptor, I hate to break it, but odds are he's sitting on a LOT better cards than you.  As much as I'd like to say this isn't a rich-kid rules game, it's difficult to be really competitive if you're playing a deck of commons against someone with several cards above $100 in value.  It doesn't definitely decide things, but there is a reason why some cards are $0.10 while others are $100.00.  That aside, are you sure he has JtMS and not Jace Beleren, Jace, Memory Adept, or Jace, Architect of Thought?  The latter three would be far more likely.

Fourth, you need to clearly define your win-condition.  How do you envision your deck beating the opponent?  Will you whittle him/her away with damage or is there a powerful combo you're wanting to use?  Do you want to mill them out?  Are there other alternate win conditions?  I would suggest identifying the 3-5 cards you like best in the deck and then rebuild around those.

They are Jace, the Mind Sculptor he may have a Jace, Memory Adept as well.  Those are by far the best he has in his hand.  It is only casual playing.  When I find another job I plan to do some consolidation on this deck, I added the cards I have.

I hope to defend damage, heal some as well.  My main strategy is to have enough cards to survive his burning through my deck and win by chewing through his life.

It looks like your deck needs a more focused plan on how to win.  I would start by cutting all copies of:

Dream Twist
Thought Scour
Mind Sculpt
Chill of Foreboding
Deadwaters
Ghoulcaller's Bell
Vessel of Endless Rest
Curse of the Bloody Tome

If you're trying to win via dealing damage then these cards aren't helpful for your overall goal.

Next, I'd try to pick a strategy or theme within your creatures.  Figure out which ones you like best when they're in play, and figure out which cards sit in your hand because you never find the right opportunity to play them.  Keep cutting cards until you're down to 60 cards in your deck, with about 23 being land.

After that we can offer more helpful advice as to what you want to be on the lookout to try to trade for or pick out of the common/uncommon bins at a local store.

I talked to my friend, he traded his 2 Jace, the Mind Sculptor for other cards he needed for other decks.  He has 1 Jace, Memory Adept, which he got from the trade.  I'm hoping to get a settlement check later this week and plan to get cards.  Do you think that this deck is a strong library killer against another library killer and a syphon deck?  Any changes you would suggest to improve it?
