Notes
Shuffle cards, deal face-down, each player picks one.
Standard RPS rules. Additionally, Power Play is an auto-win, and Phage is an auto-lose. (Basically in a 1v1 it's RPS, anything more than that and it's just whomever gets Power Play goes first.)
Use a different number of cards based on a different number of players:
2: RPS
3: Power Play, 2x Phage
4: Power Play, 3x Phage
etc
