A couple of developments should be placed in your Kingdom early, preferably through Ancestral Tomb or City Gates. After that, every effort should be made to develop your battlefield. The slayers are incredible value for cost once the battlefield is well developed and a single playing of Surprise Assault, Helblaster Volley Gun or Shrine to Taal should act as a win condition.
