This deck is a fun use of Azorius by not (only) controlling your opponents through the whole game, but first and foremost building an army of non-legendary creatures copies that can obliterates everyone on board, how fun!
This deck is EXTREMELY commander-dependant, and can't really work without it for the deck is very weak without him. Nevertheless, once the commander is here, Shards are very hard to deal with, and effects of [[Dream Trawler]], [[Overlord of the Floodpits]], [[Curiosity Crafter]] or [[Battle Angels of Tyr]] just to name a few, are exponential when you start copying them, making the deck an absolute threat when shards are stacking up.
However, you need to build a board with shards beforehand, Niko is often a target, and you shall need a smart usage of your interactions to come on top, no game changers here (yeah [[Mana Drain]] isn't one apparently), no combos, no infinity and no turns so I would put this one at a very strong 3.
