Notes

This deck is pretty simple; kill fast with little infect creatures that you pump like crazy while making them unblockable. The biggest issue with this deck is, if you don't win right away, you probably won't win at all.

Yes, mana fix is an issue with UG if you dno't have the paylands. But you should try it. There is a great place to try it out,  cockatrice.

And also Inkmoth Nexus. Of course, I don't know how much do you want this to be budget deck, but with a playset an average hand can get you a third round inkmoth with a groundswell with landfall.

I thought about that, but I feel as though it makes this deck a bit slow. It prevents me from getting the mana I might need, which is the other issue with this deck. I would put in Misty Rainforest to fix that, but they're a little more expensive than I'd like.

You should consider Groundswell. It's a killer with Glistener Elf.

This has been suggested to me many times, and it's a good idea. I think I'll do that.
