Design constraints: Legacy. All creatures must be elves. Even the tokens must be elves. Nissa might be allowed.

Mono green ramp with low lands. Deck thinning and tutors to ensure that as well as a large number of elves, there's a chance to drop a bomb (like a kicked Llanowar Elite) once a few creatures are out.

At the moment the deck tends to build up a good head of mana then stall as each turn I draw a single tiny elf. It might not hurt to add in some more land tutors and focus on card draw (an elvish Courser of Kruphix or somesuch) so that I can get more options to use the mana on.
