The purpose of the BTR is to provide a place for mediation of issues in trades, some as a result of less than upstanding behavior and some as a result of circumstance (sometimes things just go wrong). The problem with what you propose is that it would essentially penalize someone for seeking mediation in resolving a dispute similar to giving negative feedback, which is clearly not dished out lightly. There really doesn't need to be any mechanism for flagging people like that as it'd tantamount to punishing them for following the proper channels to resolve things.
As you'll note the BTRs are publicly viewable, providing transparency for all parties involved. To that end, if you're worried about being in a trade with someone involved in a BTR, which you're certainly entitled to be if that's your prerogative, then I would suggest looking at the BTR forums and going from there.
Personally, I view the BTRs as a place where things can be resolved, not as a place to create new issues. So to that end, I don't think it's really worth stressing that much... but again, it's entirely up to you if you choose to weigh them more heavily. But I do think it would be a shame if people allowed this community to devolve to the point where we're all trying to do background checks and god only knows what before we trade.
That being said, is the user in question animated/angry/disgruntled? Sure, but wouldn't you be if you were on what looks like the short side of a trade? We just all need to remember that cooler heads prevail and patience is a virtue.
Oh, and as one last point, it really doesn't make sense to link to the BTR thread and then try to be non-specific in your post... I would actually advise removing the link from your original post.

Realistically, I think that all the color pairings have a shot. It's still far too early to make heads-or-tails out of what new decks will come out of BNG.
My current sense is the following:
1) Mono-Black Devotion just got the pieces it was lacking to benefit one of its worst match-ups, aggro. As a result, there will be no shortage of MBD players out there. That and everyone already dropped the cash to build the damned thing before BNG...
2) Mono-Blue Devotion didn't really get much in this set and, much to their dismay, actually lose ground as MBD scored some rather effective removal against them. Whereas it was a 50/50 match-up before, I really think it's probably a 70/30 split in MBD's favor now... meaning that Mono-Blue is likely going to decline a fair degree. It won't disappear completely, but it's going to be less of a powerhouse than it has been as of late.
3) Azorius Control also got stronger with added card draw (Ephara) and, most importantly, its scry lands. Expect this deck to continue being competitive and it should grow to a larger portion of the meta.
4) Other fringe decks that were teetering on the edge of Tier 1 either just got the bump they needed to be Tier 1 or fell clearly down to Tier 2
- RDW - clearly Tier 2 for the time being
- R/W devotion - likely very low end Tier 1 or Tier 2 (it just isn't consistent enough)
- White Weenie - likely just made the jump to clear Tier 1 (did you pre-order Brimaz at the low-low price of $25 each?)
- R/G devotion/stomp - Xenagos, God of Revels has completely transformed this build and I envision it
moving up to clear Tier 1 standing
- W/G aggro - this was a well suited deck before and now it has better mana... likely a clear Tier 1 deck
- Orzhov humans/mid-range - both appreciate a few cards from BNG, but Drown in Sorrow really hurts
them. They'll likely hang around at the lower end of Tier 1, but will be less common.
- Others? Well, that's certainly a good question...
5) I envision some other build(s) coming out of nowhere to really put up good numbers. Whether it's U/B control/mill, some heroic build, Conley Woods' G/B "Dredge" that he refuses to let go, or something else that comes out of left field... well... this is sort of the point of brewing
So, what's the best route to go? I can see where R/B is well suited against a fair number of match-ups but you really have to choose whether you're going a more mid-range/control direction or aggro... sadly outside of getting access to both Anger of the Gods AND Drown in Sorrow there isn't much sense to go this route. B/W humans aggro was a better aggro build than R/B aggro and it's not like Rakdos scored a major hit with BNG. For the mid-range or control build, you get some added power, but MBD really just does that better. So, outside of a few tools here or there, I don't see Rakdos dominating anytime soon.
R/W is inconsistent in how it plays. As I heard from an opponent at GP Vancouver, you either pulled the nut draw and nothing could stop you or you didn't and you probably lost... not exactly a recipe for continued success.
R/G I think is the safest route to go, but also likely the most followed path. Xenagos really is that good. Things like Savageborn Hydra and Kalonian Hydra can literally end the game the turn they hit the field. MBD only has so many instant speed removal options and the haste from Xenagos really just punishes them over and over. Mono-blue can't deal with threats which are THAT large on a consistent basis, nevermind siding in 3x Mistcutter Hydra and pairing them with Xenagos. You have Anger in the SB for more aggro decks and just waltz through games.
Personally, I like the idea of going full three-color either into Jund or Naya as some of the combinations are just nasty (and you have almost all the temples you need!). Sylvan Caryatid is fun to accelerate out a T3 Desecration Demon or to pair Xenagos with said demon is fun. Toss in Rakdos's Return and you're having a good time (don't forget Bile Blight, Drown in Sorrow, Anger of the Gods, Dreadbore, AND Hero's Downfall). The mana might be a bit sketchy at first, but it works out well enough to be powerful. Naya... go read Aurelia, the Warleader and then re-read Xenagos, God of Revels... yeah. Toss in the fact you have all the temples and shocks, Anger, Chained to the Rocks, Brimaz, Smiter, Fleecemane, etc etc.
I can link you to preliminary builds I've been tinkering with in both those color combos if you like, but realistically I think you have all the pieces you need to be REALLY competitive and possibly Tier 1 with those builds.

Just a few quick thoughts:
1) Firedrinker Satyr is a total trap card. For every time you will really make a dent on the opponent's life total with it, they will end up blowing you out with damage by just blocking or burning it. Turning their Mizzium Mortars into an upgraded Searing Blaze/Searing Blood for them isn't really a good idea. I get that typically RDW doesn't care much about it's life total, but if you're playing another aggro deck, it matters if they can use that exchange to out-race you.
A replacement 1-drop that would work out for you is Foundry Street Denizen - in theory you should be dropping creatures every turn, meaning it will often be pumped and can deal added damage. Alternately you could go with Akroan Crusader in the one-spot, but then you have to toss in heroic enablers to really get some power out of him... possibly the way you have to go, but also probably not ideal.
2) You have 10 burn spells. In some match-ups this will be epic, but in most, you're likely not drawing the sort of gas you need to finish off the opponent. Your creature count is reduced, your devotion count is reduced, your consistency is reduced, essentially EVERYTHING is reduced by the fact you have so much burn. I would cut it to 4-6 burn spells at most with some added pieces in the SB in the event you'd need them.
3) You're going to have to pick up the Nykthos to really make this work. Those and probably 2x Stormbreath Dragon to serve as a high end finisher.
4) Personally, I can see where Hammer of Purphoros has a place in this deck as it allows you to play around sweepers much more effectively, ups your devotion count, and turns late game land draw into 3/3 creatures (currently larger than every creature you have in here shy of Reckoner).
5) Have you looked into cards like Dynacharge as ways to slide that last bit of damage in? It seems gimmicky, but nobody would see it coming and it can easily turn into some considerable damage... I'm pretty much drawing straws here, but it could be worth considering if you find yourself coming up short most games.
The biggest problem is that the super-powered four-drop that was Hellrider hasn't really had a suitable replacement in straight RDW. If you were to splash other colors you have options, but if you intend to stay just straight red, you'll continue to struggle. Pair that with the fact that ANY life-gain will likely take the game out of reach and, well, it's just not the best strategy at the moment.
Personally I would suggest splashing another color as the payoff really is much more than you realize. R/G gets Xenagos (v 2.0 - God) which absolutely changes the entire dynamic of the game. All your creatures from then out might as well have double-strike and haste (giving you two of the biggest parts of Domri's emblem without the trouble of actually getting a Domri to ultimate). R/W gets Chained to the Rocks, arguably the most efficient removal in the entire format at the moment, along with Boros Charm, Warleader's Helix, and even Assemble the Legion for your SB to deal with those longer games. R/B gets access to all of Rakdos' shenanigans, Dreadbore, Desecration Demon, etc etc etc. The payoff at the moment, ironically, seems enough to push you away from the mono-colored strategies outside of mono-black and MAYBE mono-blue (which I think will be in decline now that BNG is legal).
I hope some of this is helpful. I know it's probably not the input you wanted to hear, but RDW is just poorly suited to be consistently competitive at the moment.

So I'll be honest when I say that Azorius control will cost a fortune and there really isn't much sense trying to run a sub-optimal build. That deck, more than most others, really relies on the PWs, dual lands, and chase cards - so think Supreme Verdict, Detention Sphere, and Sphinx's Revelation. There just aren't any substitutes like there are for other decks, i.e., Doom Blade or Dreadbore are sub-optimal versions of Hero's Downfall, but they can help you save some cash while still getting the job done the most of the time... not so much for Azorius control.
Are you just pre-disposed toward control or did you just pick a deck? There are a ton of budget options that you can look into if you're just looking to win a few games - sadly most require a LOT of investment in the mana-base. I would suggest looking around at the colors, mechanics, and strategies you enjoy most for guidance on the type of deck you really want to run with. THEN, we can try to figure out a good way for you to proceed.
I will say that if you're into controlling builds and don't want to drop a ton of cash, you can look into Maze's End as an option. It's a bit unconventional but isn't terribly suited against most tier-1 decks and will likely take some folks by surprise at your local FNMs.
Give us a bit more input and we'll see about giving you some ideas.

First off, if you're going R/G mid-range, at the three-spot you're going to want to be running Courser of Kruphix and/or Anger of the Gods. I've been playtesting a fair amount and you find that you're either behind the curve against more aggressive decks OR you're just putting down underwhelming threats.
As far as giving trample, you can try the Archetype, but my guess is that the low toughness will end up making him less valuable than you realize. You should be running a playset of Ghor-Clan Rampager which grants trample when you bloodrush, so getting those added points of damage through isn't really that big of a problem. Nylea actually fits in relatively well as a 1-2x card as she can both offer trample AND additional pumps. You can easily pump a creature with her ability and, when combined with Xenagos (v 2.0), that's really +4/+4... often times the difference between winning and losing in combat.
As a decent tool for the deck, I've found Savageborn Hydra to be ALARMINGLY powerful care of Xenagos (v 2.0). The issue before was that you could sink 5 mana for a 3/3 double-strike that would immediately get dropped on their turn by removal - but now that it has haste, they have to face down a 6/6 double-strike, haste threat. If you have a Ghor-Clan to bloodrush, that's a 10/10 double-strike, trample, haste to deal with (note that you can't bloodrush before Xenagos' trigger has to be resolved, but still). In much the same vein, Kalonian Hydra becomes a 5 cost 12/12 trample, haste.
So, in regard to your question, you're welcome to run the Archetype and report back how it goes, but my guess is that you likely don't need it. The other options you have are probably better.
(Also as a quick aside, I would relegate Scooge to the SB for match-ups where you're either racing or need some yard hate)

To be honest, I like putting my own spin on thing. I like utilizing things in different ways from other people. I also like bringing out decks that people don't know quite what to expect. Not to say I don't look to others for inspiration, but I enjoy my own flavor.
I'm all for innovation. I've been play-testing a TON of different ideas as of late and am open to something new, but the devotion decks have been pretty well defined for a while and don't have that much room for change as, well, they've been tried and run enough to work out the kinks. Most of the "ideas" really just translate into sub-optimal builds. That being said, there's a TON of space for innovation if you're interested in going other routes - R/W heroic, mono-red burn (oddly not really done yet), different takes on R/G, anything successful in R/U, R/B anything other than mid-range, etc etc... and those are just the ideas using red as their central color. My suggestion is to look at the other decks and maybe make 1-2 card substitutions, but be aware that you're likely not making the deck better outside of your local meta (it sucks, but it's the reality of the matter).
Here's the thing about Nykthos: Being that almost all of my mana costs are R, and that Nykthos is legendary, I am very hesitant to run it 4x. Early game, it's basically a dead draw, and god forbid I get two of them early on. Basically, it can't do anything for me until at least turn three, but more realistically, turn four or five. Maybe two, but for this build, four seems pretty dangerous.
If you get a second, third, or fourth copy, they can be used to stack your mana - activate one, then drop the next for your land-drop for the turn and use the mana in the pool to activate the new one. This exact process is part of how G/R devotion can absolutely explode with mana (Voyaging Satyr or not). Yes, you have a LOT of colored symbols. But that is actually all the more reason to run 3-4x. You will ALWAYS want to have one and the best way to ensure you actually draw one is to run more. If you're not comfortable with 4x, that's fine, but you'll want no less than 3x, otherwise you might as well just run all Mountains and you'll be missing out.
While Madcap strikes you as a good option on paper (and it will perform in some matchups) it really just invites the opponent to two-for-one given the wealth of removal that is circulating these days. Perhaps if the deck were more aggro based it would make sense, but I just don't think it'd be a safe move given the current meta. You might be able to sneak it in if mono-black loses some favor...

So for starters, why not run the version of this list that is already well documented, established, and such? I'm normally not one to suggest net-decking, but you're so close to that list I'm not sure I see a good reason to deviate from it.
As for things to switch around, you stated an interest in additional one-drops and reducing the two-drops. So that in mind, I would say perhaps to look into Foundry Street Denizen as another one-drop. Considering that every creature in the deck is red, you're going to be sitting on a lot of triggers that will ensure it almost never swings for one.
As for the two-drops, I can see where Burning-Tree Emissary might underperform for you, given that it's going to produce the off-color mana when you put it down - not exactly what you're looking for a lot of the time. I know that it's essentially a free creature and it leads to some pretty crazy devotion on T2-T3, but I could see where another Ash Zealot would be better in this situation.
Also, Madcap Skills really doesn't do much for you considering that you're going the devotion route - you're likely going to win your games as a function of Fanatic of Mogis, creatures pumped by Purphoros, God of the Forge, or Stormbreath Dragon - so to that end, tossing out opportunities for them to two-for-one you aren't exactly ideal.
A few added points, you're DEFINITELY going to want to add the other 3x Nykthos, Shrine to Nyx. For removal, Magma Jet is good for fixing draws, but I would openly explore the idea of Searing Blood in that slot as the added damage goes a long way.

There isn't a single ideal mana curve, but you should have some number of one drops, perhaps a slightly higher number of two-drops, and so on. It ultimately depends on your curve and the strategy of the deck. Aggro decks will have much higher numbers in the low CMC, while midrange will be a bit more toward the 3-4-5-6 drops.

So very first thing, the link cannot contain a period at the end or it won't link to the deck. So I'd be sure to go back and fix that in your original post.
Second, based on the fact you said you're new, I'm assuming this is just for casual table-top play with your friends? Or are you planning on braving local FNMs with said deck?
If you're aiming for the latter, you have some work to do before it is standard legal as there are several cards that are no longer legal to use in the format. Otherwise, the deck could function on the table-top alright once you trim some of the fat, so to speak.
A few tips on deckbuilding more generally:
1) You want to try to utilize creatures and spells to make a full mana curve that starts on the low end and then works its way up. Typically you'll want to limit the number of high-casting cost spells (>4 or >5) to say 4-8 spells in a deck at most. You'll note that even the most mid-range decks (don't be afraid to go look at tournament winning decklists as they'll help you learn what makes good decks) don't have that many high end threats as they're often just too slow to survive in most games. So, that in mind you REALLY need to fill in the lower end of your curve.
2) Typically, you want to identify the core elements of a deck idea and stick to them as closely as possible, using multiples whenever possible. So you normally will want to include cards as 2-4x rather than 1-offs. So to that end, identify the cards that are central to your heroic theme and run with it. Realistically this creates a whole list of cards in the current deck you can yank.
3) Sites like Deckbox are great for figuring out the ideal build for a deck, whether you actually have the cards or not. Then you can "proxy" up the deck by just using basic lands that you've either written on or with sticky notes attached (pending you don't have a lot of basics to just turn into proxies) to see how the deck plays. If you're playing table-top, most people are fine with this as you're trying to assess whether it's really worth it to pick up the pieces you need for the deck.
So, how do you move forward from here?
First I would look at the full set of cards that have the heroic ability in your colors: http://deckbox.org/games/mtg/cards?f=27aGVyb2lj!793.1. This will give you a sense of the creatures you have to choose from. Note that if you were to move into white and red you would have a very different set of options at your disposal.
Then, once you've decided upon an ideal number of each creature, you can start looking into the various triggers you would want for heroic. If I were you I would look at Hero of Iroas as the core piece of the puzzle and work around him as he will both give you a target for heroic but also will make the cost of bestowing your auras cheaper. A few other cards I'd look into include: Chained to the Rocks (you can run Sacred Foundry and Blood Crypt to give you a few Mountains), Nighthowler, Eidolon of Countless Battles, Spiteful Returned, Ethereal Armor, Herald of Torment, Phalanx Leader, and both Fabled Hero and Agent of the Fates (which you already had). These should make up the core of the deck. If you're looking for a more aggressive build, Tormented Hero, Soldier of the Pantheon, and those sorts of things. For a more mid-range build, you'll have to look beyond heroic to some of the format staples like Desecration Demon or Gray Merchant of Asphodel to really have that finishing power.
I hope some of this helps... I'd also keep my eyes peeled on TCGplayer's articles in the coming week as Craig Wescoe expressed some interest in trying to brew a W/B heroic deck. He might end up posting a list that you could use as a departure point to work toward.

Anything beyond a playset should be moved and in many respects, you should trade the higher end cards that you're not going to be using too. So, for instance, keep 4x Brimaz as his value will likely only go up in the near future, but many of the gods could be moved for their near $10 prices now as, outside of xenagos, I see their prices dropping in the next month or so.

I mean the site rules specifically state that it is the sender's responsibility for making sure that the cards get there. So to that end, on a technicality, the other person is responsible for replacing the cards as you're still out your stuff. That being said, I would pursue the situation with the USPS as completely as possible before really going down that road. BUT, again, from the rules perspective, it is the sender's job to actually get them to you so they could use tracking/insurance to cover themselves in situations like this.

A few points.
First off, maybe I'm odd, and I know it's a bit slow, but I always feel like Door of Destinies does a good bit of work in slower tribal decks like this. The real benefit being that they need artifact removal to deal with that set of pumps.
Second, Whip of Erebos might slide in here quite well, as it provides the option of coming back in late games where you've been outpaced. All those huge minotaurs with lifelink sounds awfully appealing.
Third, don't stress the lack of a one-drop minotaur. Keep in mind that they're almost all sitting with 3-toughness, making them able to exchange quite favorably in combat. You're going to be trading two-for-one against most of their things unless you're facing down larger threats from a mid-range deck.
Fourth, I'm thinking this isn't fast enough to go full-bore aggro. You'd be better suited to toss in some better removal options. For instance, Felhide Brawler really doesn't get the job done. You could just as easily drop them for Drown in Sorrow or Bile Blight. Additionally, I get that you're trying to emphasize the red side over the black, BUT, you're really losing out on better removal. For instance, Hero's Downfall just beats pretty much all the burn you have in nine out of ten situations - PW removal, a means to deal with a Desecration Demon, etc.
Fifth, Oracle of Bones really doesn't get you anywhere. The opponent is going to see that you're not sitting on any meaningful spells and will just refuse to pay the tribute... making it effectively a four-drop 3/1 (which is not exactly ideal).
Sixth, Searing Blood is hands down better than Shock and potentially even Magma Jet. Presumably the RR cost won't be an issue, and the ability to both burn the opponent while taking out a creature is a big boon. Toss in that you can redirect that damage to a PW, potentially killing both a PW and a creature for 2 mana... yeah... that's a play to get behind.
Lastly, where's Mogis, God of Slaughter? Nothing like a guaranteed removal/two damage a turn... it would work in this shell (at least it might).
On average, I think the tribal strategy is almost there but I can't say I think it's going to be super competitive. You'll catch some folks on bad draws and will squeeze out games here or there, much like the more gimmicky heroic decks out there, but you're likely going to run into a buzz-saw when you face off against one of the modified tier 1 builds.

Two words... Pillow Fort... go look at Travis Woo's version and slide a few things around given the new cards. Your biggest value is that Heliod + his tokens are all enchantments and will add to your Sphere of Safety count while simultaneously giving you an added win-con. Further, Heliod + Ephara = draw engine.

The Seeded pack that is actually influenced by your color choice likely wont have theros cards in it though will it?
Wizards has confirmed that the only mythic rare you can get in your seeded pack is a god, meaning that the green seeded pack could yield Xenagos or Karametra, red could yield Xenagos or Mogis, etc etc. No other mythics are possible in the seeded pack.
That in mind, think about how many people pulled off Obzedat, Zegana, etc from your guild packs. Given that the gods are the only mythics in the seeded packs, you have a MUCH better chance of pulling a god out of the seeded pack than the whopping 2 packs of BNG you're getting in there.
I'll admit that I'm stoked to play a new set, but I'm not a fan of this pre-release strategy as many decks will still be driven primarily by what you pull in your Theros packs. The person that pulls an Elspeth is still just going to wreck face. Although I guess it is fun to think someone could have BOTH versions of Xenagos in their sealed pool. Additionally, the fact that we're really only getting 2.5 packs of the new set is pretty weak.

So consider which god(s) you gain access to via the seeded pack, as that's the best chance you have of pulling a mythic. Red and green will get potential access to Xenagos, while red also has potential access to Mogis... seems then, that the best option for a first go would be red. But, if you consider that half the pre-release pool is Theros, white has Elspeth... and well... she just beats everything in the set....
