Kaffieen's comments are pretty spot on. You might give us some more focus on which way you'd like to go.
Also, if you're going Dimir, don't mess with Ravnica fatpacks.
You actually want to look at pack prices specifically, in buying cards. Fatpacks usually are the worst way to buy cards.
Consider this, a fatpack has 9 booster packs (and some lands, dice, etc).
Starcitygames (which is usually more expensive than most major card shops) sells gatecrash packs at 3$/per. So that's $27, to get those same 9 booster packs. You won't typically find fatpacks for less than ~$38 in a store. That means you're over paying bigtime buying fatpacks.
Don't buy boosters at walmart, you're almost always better off going to a game shop to buy them. Walmart charges $4 a booster. Card shops are usually 3.
There *are* ways to get cards for cheaper. I compete locally (in the south east), and my local card shop gives prizes in booster packs, boxes, and fatpacks. I generally sell fatpacks *all* the time. My post on that is here: http://deckbox.org/forum/viewtopic.php?id=6532
You can do the math, but if you're buying 2 or more, I can get them to you cheaper than *anywhere* else can
On to your deck. With direction, we can help you focus it a bit more. I can tell you Dimir is a very solid middle tier deck. Your local card shop probably has FNM (unless you live in the boonies, in which case you'll need to use wizard's site to find a place). They will have prizes for FNM. Different shops do it differently. Some charge some money to play in FNM, some don't. Free places typically don't have much prizes. If you're paying to play, you should get *at least* a booster ever time. Doesn't mean its the best way to get cards, but it's A way.
If you do well, they have prizes for the higher win-ratio players.
I will tell you, you can get a good dimir deck for a *lot* less money than a good Boros deck, or something else. However, the reason is: Dimir isn't as good. Plain and simple. I'm not saying it's bad, but other color combonations will win more frequently. Those decks are also going to be 2-5x as much money to build. It just all depends on what you're able to do.
I would absolutely make use of this site, and of cockatrice (google it) to learn what you want your deck to do FIRST. BEFORE investing in going a certain way.
I'd consider getting some intangible virtues in there.

Think Twice... I'd consider dropping for forbidden alchemy.
Augur is cool, but sometimes bricks. Expendable imo.
Snapcaster is cool, I'd keep him.
Drop in a one-of psychic spiral, and a second snapcaster. Keep in mind, snapcaster lets you recast it for cost. Flashbacks are more, but on forbidden alchemy the flashback is huge. I'd drop sphinx's revelation down to 3 of. I'd drop 1 of or completely take out memory adept mainboard, maybe sideboard. Yes mill is cool, but AoT can put you at a stupid win condition. So can Tamiyo's emblem, which AoT will help you get far more than MA. Sorin is sexy. Lili of the veil is sexy.
Another thing my friend does, is he runs one lili of the dark. He also re-balanced his landbase for more shocks (so he could tutor for them with lili of the dark). I playtest against him *ALL* The freaking time, and esper control is my main matchup in top 4 / top 2 in my standard turnys. I've played against this build (or similar), and its strong. I've also played against a build with the suggestions I've listed, and it's harder for me to beat.
That's coming from Bant Enchantments, Boros, Elfwave, etc. I don't play aggro midrange. I do soundly beat esper control with my USA midrange deck consistently, regardless of the build. I don't know how it does against each archetype right now though. I'd imagine it will have a lot of trouble vs bant enchantments unless I hit spotlight hate fast.
Sideboard, more wipes. Sever the blood is cool, but meh. Dsphere is viable.
Okay so, I've recently got my girlfriend into magic. She's doing okay with using this: http://deckbox.org/sets/299985, in standard. (hell its a tier 1 boros deck, it should stomp face).
Modern, however, isn't at FNM yet... and she wants to compete. My FNM is free, so its super laid back. We have modern and standard turny's every week, which she wants to play with me in. So, I can't decide what a relatively good, non-mechanic-heavy deck would be for her to play in modern. I am going to be playing affinity / melira pod / tron.

@Nevpicasso - I wish I had that kind of luck in drafts. I went 4-0 at the pre-release with that deck hands down, my LGS decided to do a top 8 5$ entry with our pre-release decks, with 2 fp's as the prize. Me and the final guy (who was running dimir mill) drew out undefeated at 6-0.

(10 rounds)Yeah and if you get a bad batch like I did, you'll split a lot more. I bought 2x 80-packs for an EDH deck. After only 5 days of play 20 were already split due to the adhesive not sticking properly and the clear plastic splitting off of the backing. All said, 4 months later I have 100 on an EDh deck and about 10 left not in use out of 160 sleeves.
Does not surprise me man. So far KMC's have done me well. I can't stand 75% of the sleeves out there that get sticky super fast. I'd prefer them slick like glass, as I am use to handling poker cards, as opposed to sticky.
I have sub-60 sleeve sets that I take to drafts / pre-releases until they die. I'm usually one of like 2 people in the draft that sleeves their cards. But I often pull a value out of the draft, so... Yeah I'm gonna sleeve that boros reckoner. Or for the second run of the GTC pre-release... Reckoner, Foil Aurelia's fury, Foil legion loyalist, warleader, spark trooper, frontline medic.
KMC's and the ultra matte's are both good. I prefer KMC's though, as the ultrapro matte's split much more often.
