    This seems to have a very strong emphasis on Aether Vial. Why 4?

      Aether Vial is a very powerful card for this deck. An Aether Vial set to 2 allows me to flash in uncounterable versions of almost everything in my deck for free. Which in turn leaves mana open for Mana Leak, Telling Time, etc. Also, as an instant, Thirst for Knowledge is very strong. Discarding extra Aether Vials while digging for Vedalken Shackles seems like a good play. This deck is meant to be a quick aggressive deck, and Aether Vial means I can play offensively with my creatures, and defensively with my counterspells, all because I don't have to decide  whether to allocate my mana for offense or defense. They also allow my 4 Phantasmal images to function as 4 extra Snapcaster Mages.

          It places them on the battlefield. Phantasmal Image ETB as a copy of any creature already there. So I can copy my (or an opponents) Snapcaster Mage and get a new ETB trigger from the Phantasmal Image/Snapcaster Mage. Aether Vial can place the creature on the battlefield at instant speed.
