Where are your 1-drops?

By budget I assume you mean no Goblin Guide. That is the obvious add here. There is nothing that will add to the competitiveness of the deck like Goblin Guide.

However, if you don't want to spend the money for my favorite goblin, there are other options.

Festering Goblin jumps out at me immediately. He's black, he's a bad dude, and he does a job.

Foundry Street Denizen is great here. If you make tokens, he is great.

Legion Loyalist is a mainstay in Goblin decks now. Play with him a while and you'll see why he's great.

Mogg Fanatic is my second favorite goblin. I liked him a lot more when he was Mogg Fantastic, but now he's just a bit less effective. Still good, but less than fantastic.

TL;DR Add some one drops.
