After playing around with it on Forge a fair amount, I got to a point where it just made a lot more sense to give The War Doctor his own deck, since the combo with him + a 1-mana Cascading instant is kind of worth focusing on. So I've got it built, for the most part; just waiting on a few things to arrive from SCG. 

Thus, the name of this deck has changed, and I put Shorikai in along with some additional Convoke spells and Vehicles to hopefully make this all work just a little better. I'm working on updating the list here to reflect what's actually going on now.

Well, I was reasonably conflicted about it in the moment, and I'm sure as shit not going to be spending any more money on cards anytime soon, but after ordering the batch of cards that filled this deck out nicely I bit the bullet and bought the Secret Lair Drop that had Reconnaisssance in it. It also includes a pretty rad Obeka and an empty-library Jace. It's a weird thing, spending money - I don't do a ton of it, so I'm still unsure why exactly I'm so skittish about it, but there you are. Penni is really cool about these things because she knows that A) I work hard to make sure we have enough money and B) I'm not an idiot about spending; I'm not going to bankrupt us for Magic cards. 

Anyway, should fit in nicely as a helpful bit of tech to keep my dudes alive and triggering. Sweet!

One other possible wincon is to get The War Doctor out and then attack with the TARDIS; that gives the next spell you cast Cascade. Then, you can cast something that costs 1 like Clockspinning, which cascades the rest of your deck, exiling the cards one at a time. That means the WD gets like 60-some-odd time counters, enabling him to one-shot most opponents. I've pulled it off, once. WD can blow up a fair amount of things, actually. 

His trigger, as well as the TARDIS's, makes me feel like it would be such sweet tech to have Reconnaissance; you'd get the trigger, which does cool stuff, but not actually have to be in combat, because that's not where I'm strong. It would be a great way to get an extra tap trigger from my creatures as well, like STARK or Fallowsage. 

The bad part is that it's hard to find, because it's from Exodus and has had one reprint that was part of a Secret Lair and is way more expensive. Something for the wish list, I guess.

Another card that I saw while poking around EDHREC was Warleader's Call, which is from MKM. It pings everyone for 1 when you have a creature ETB, and it doesn't say "nontoken", so this would be a fantastic way to bust everybody's chops if Ojer Taq was involved. Might even be better placed in Jinnie Fay, since that deck churns out the tokens as well. It's not overly expensive just now, so maybe it's worth picking one up.

A couple more observations from Forge play with this: 

-Wand of the Worldsoul is a house here. It does double-duty, allowing you to tap things (STARK included) and also to cast the spells for a discount. It has allowed me to Fuse Gallifrey Falls // No More more than once, which is a really amazing thing to do. 

- If I add in Millenium Calendar, there are four ways to win, without counting "swarm everyone with a butt-load of tokens":

1. Halo Fountain

2. MC

3. Wildfire Awakener

4. City on Fire

Obviously if you get #4 online, #3 becomes that much easier to execute. Still, that's some pretty solid variety among routes to winning. I'm still testing the deck, trying to find what cards I just don't want to see and which ones I really wish I could see but don't currently have.

- The manabase hasn't been a huge problem, but there have been a couple of instances where I had to wait to activate HF for the win because I didn't have five white mana available. Not something I'm in a big rush to mess with, but it's a potential issue.

- Speaking of HF, it's been really impressive as a utility artifact; with the first mode it usually creates two tokens (untapping STARK for a Spirit or Angel and making a Citizen of its own doing), and if I'm low on gas the second mode has done a fair amount of work as well. 

Overall, I'm pretty happy with the way the deck is playing and I'm looking forward to playing it for real, against multiple opponents. I would imagine that it won't be quite as successful, especially without the additions, but hopefully it will at least still be a threat.

I've got the deck built, and managed to get the same deck put together in Forge to run some tests on it. It's actually pretty good! Most of the wins have come from having a pretty stout board presence before getting HF online, but Wildfire Awakener has been an all-star as well; I had one game where I was getting beaten to a pulp and managed to stay alive for a couple of extra turns with some clever tricks and use of STARK's token-making (and a timely City on Fire). Having that on the board allowed me to cast a pretty big (x=12, I think) Wildfire and send the equivalent of 11 Bolts to the face of my opponent. 

Oh, and I was at 1 life on the last turn, too. It can pretty much get wins out of nowhere sometimes. 

I've only had one instance where I was doing a lot of work with the time counters, but they are usually at least a little helpful (As Foretold and Rotating Fireplace seem to be the best ones). We will see how much this deck resembles its future self once some additional pieces are sourced.

There's an argument to be made that the NEC Vehicles deck would be a decent buy to add some options here. I'll take a gander and see how much it costs.
