use brainstorms and ponders to get what you need in hand, self-mill the rest.  cast as much from GY as possible.  Narcomoebas and dread returns obviously would not hurt.  Try for basically mono blue with other colors available only for flashbacking.  obsessive search and the like would be great.

Include unearth-type stuff, maybe.  Those old cards with the tombstone - that's flashback, right?

Oh, and runic repetition, I suppose. 

Milling yourself (via skaab, anyway - you spend a card on curse of the bloody tome or jace's erasure) has no drawbacks.  Even if you dumb a card you'd like to play, it's the same as if it were on the bottom of your library, but now you can maybe access.  The basic idea is that you have access to maybe twice as many cards as you would have just drawn.  Worth a try.
