To start, I removed the 8 wonkiest and weakest conspiracies. Nothing that fundamentally creates uneven power dynamics from the opener. This leaves all the chosen name hidden agenda's, the toughness one, and the choose a CMC to be colorless one. 17. These are not drafted. Each player receives one before drafting and must play it in the game. They do not need to decide on chosen names until deck construction. I think this creates a relative even power level, prevents stacking agendas, and creates an interesting "superpower" as a build around. The goal is to enable interesting builds and explorations of deck building typically not reachable in draft. If the pool is cross synergistic and powerful, it will allow for a baray of novel decks and interesting pick priorities and draft experience. Like you will compete for card for totally different reasons, and deep draft sub games available.
