This was designed to make blocking dangerous or impossible, in a return to using some flanking, but with the addition of boosts and shadow. Angelic Voices is fine, but expensive (and since surpassed on the low end by better alternatives). There were just too many problems with the 2.83 average cost. The 4/14/12/9/0/0/0/0/1 curve was too light at the bottom.
